This is a natural outcome of increasing levels of technology in the military. Instead of officers overseeing large numbers of enlisted, you get more and more areas where officers are overseeing other officers. In the Air Force the officers do the fighting. That is slowly becoming more and more true in the other services. Areas such as cyber, drones, and space are examples of officer heavy areas. What is needed is a modification in the promotion system that rewards winning in combat or simulated combat. The higher you go the bigger the war game. It often requires only one or a few winners to achieve the win in almost any war. That is one thing we must fear from the other side and cultivate on our side. Most generals don't make major decisions or they will be thrown out of the generals club. That needs to change.
