You can't do it with 99% of the general population of any group. You need to bring in the best and brightest entrepreneurs.

Bring in multi-national corporations who are going to keep it a shithole for cheap labor.

Bring in feel-good leaders like Mitch M and Gavin Newsom.
They don't know how to build a business. So they would need government funding from the taxpayers. Most likely they would keep the area a shithole. They would just build a gated community for themselves. Poor citizens are good for political figures like this.
- Bring in the military to clear out the bad apples. This is a good thing. But most military people aren't entrepreneurs. They would be good at security. But not good at building a thriving econ.

America is the best country because we have entrepreneurs from all over the world.

Entrepreneurs don't always make foreign investments for cheap unskilled labor. Yes, Nike does that for people to make shoes. But Toyota does it in the USA for people to make cars also. There's also an argument to be made that a foreign owned sweatshop may be the best employment opportunity in a third world shithole.
What happens if that foreign own company goes under due to Macroeconomic forces? That 3rd World shithole would be dependent on that.
If a country is a shithole. I blame that country's government for not knowing how to find it. help and promote creative people who have product ideas.
