Sorry, anon, but I just spent over an hour looking at this sotu address and this neck abnormality is really there. Yes, she smiles and such periodically as well, of course, but that doesn't change the fact that this close-up clip, highlighting whatever TF that creepy lizard/gill neck thing is, is not doctored from the original sotu. The footage in OP's post is close-up and shot from an interesting angle, but it's the same creepy abnormality.
