State officials and local residents don't tell the same story about the impact of a train derailment on animals in a small Ohio town.

I would say at minimum this can classify as an Accountability issue that needs to raise awareness.. Ohio has a bad track record(no pun intended) of hazardous material train derailments. See Miamisburg 1986 White Phosphorus Derailment
