Not sure where you are going with this. There IS seismic activity under the ice, we just haven't mapped it, as it is hidden. It's not a mystery, however. Yes, we need satellite imagery and on-the-ground geologists to determine where fault lines are. Also, there are such things as cratons, i.e. surrounded by faults but not traversed by them, which can still have volcanos on them.
