In a sense? You seem to be saying God is allowing it or God cannot stop it
Scripture is clear that God has and is and will allow Lucifer and the fallen angels/demons a set amount of time to deceive, lead astray, "rule the world", just as each fallen human, dead in sin, is given a set amount of time, determined before creation, to live, all while filling up the cup of God's wrath against themselves for their own rebellion. The thing that's hard to understand is that all people are born inherently sinful. We sin because it is our nature and we like it, not because satan twists our arms to sin. We are totally depraved without Christ, and most live their entire lives utterly content to have nothing to do with God. They will reap what they have sown, their own destruction, separation from God for eternity, which is what they wanted. They never desired fellowship with God.

I thought of another example that might help explain how God is ultimately sovereign and Satan has boundaries that he is allowed to work under for a given time. Right before Christ went to the cross to take the penalty for the sins of His people, he tells Peter, one of his most beloved and outspoken disciples, that Satan wanted to sift him as wheat, but that Jesus had prayed for Peter that he would remain faithful. As the story goes on we see Peter deny Christ 3 times before the crucifixion, but he then goes out weeping bitterly in repentance, and following the resurrection Jesus asks Peter 3 times to feed His sheep/flock. Jesus forgave Peter and commissioned him to be an apostle. History tells us that Peter died a martyr, crucified upside down. So besides the entire story of Job's testing at the hand of Satan, we have the story of Peter as well. Both are encouraging in that it is clear that Satan has very clear limits on him placed by God. He is a defeated foe, and God wins!
