The basic question this this raises is "why"? Three possibilities occur to me, you all may think of others:

What we've been discussing all along, reduction of the population.

2..The DOD is under control of a foreign power or Satanists, and sacrificial death becomes their mission..

To identify who among the population is compliant and obedient, or who resists and won't follow instructions.
