The closest I could find is Putin giving a military speech where he [EDIT: …apparently that is fake too]

The translation is fake. I just had my Russian wife translate. He's not saying anything remotely to do with what the captions claim he is. He is congratulating the public on the 75th anniversary of winning the war. This is fake.
