The problem is that this was not utilized in the East Palestine case. It's all 'water under the bridge' and too late.
You mention the "burn off using chemicals", which is oxidizing.....Barium carbonate reacts with acids such as Hydrochloric acid (HCl) to form soluble barium salts, such as barium chloride. The vast majority of the gaseous vinyl Chloride (VC) was burnt and the resultant oxidation process re-associated into HCl when it came into contact with water vapor in the atmosphere. What could have remedied these HCl acid forming clouds is to have immediately aerially sprayed the skies with neutralizing agents much like the forest fighting aircraft do fighting fires. Instead, government has decided to do the worst thing and cover it up by saying -- "There's nothing to see here. Return to your homes and forget about this." Albeit, VC was the bulk of the hazardous material affecting the environment, it wasn't the only chemical spilled.
Yes, they failed to respond. They are also failing to protect the people by not advising the town the train was on fire before it crashed. We are seeing multiple levels of failures.
