In the mid-2000's I was working security at a milk bottling plant in Orlando. They had to bring in milk from other states exclusively for 6 months while some hormones they were giving cows was banned in Florida because of causing breast sizes to increase. When the cows tested negative they resumed using Florida milk.

So the Florida farmers still sold their milk where the hormones weren't banned yet
