Wasn't this the same issue in Louisiana after hurricane Katrina? The governor has to declare a state of emergency and ask for federal assistance? And he didn't, then blamed Bush? So doesn't the Ohio governor have to declare a state of emergency and ask for federal assistance?

NOT NECCESARILY...Gov's declare for $$$....POTUS declares for protecting citizens & engaging multiple agencies AT HIS DISCRETION & DISPOSAL...it's called Executive Priviledge
