Government Purchase orders/ contracts are not reviewed at the executive level.. can you imagine and executive reviewing the ingredients in each dish served from the WH kitchen?? There are far more government contracts issued than meals served from the WH kitchen. . Perhaps the GAO or What is the other GXX agency? reviewed it for guideline conformance, but the highly technical specifications outlined in Government Purchase orders are rarely understood even by the executive heads of the agencies involved.... but Frau-Ci was in the deparment for how many years? How many subject matter papers did he publish on Aids and other diseases and research???
