I'm not sure of any of the specifics of them, but I had the same question about why they make them. The only thing that came to mind was they might need them in case of a run-a-way train.

We use them on tracks when repairing a track etc. to keep any unauthorized rail cars from entering. They can also be used for other things but it’s basically a lock out tag out maneuver if that makes sense.
