I understand people have jobs, but why is he still there? Get in your car and get out NOW. Call somebody you know somewhere and stay with them. Once you get there sort out the details....

You have to save your family. It could be months or years before the government sorts out this mess. No house is worth staying. Family photos, packaged food, get in car. Go.
