Because Society itself is corrupt. Always has been, always will be. All it takes for evil to win is for good people to do nothing. Most people go through life keeping their head down, wishing to stay out of the limelight or being noticed. Most people think to themselves that the police, the judges, the military, the "insert name here" will take care it and move on without a second thought.

Hell I bet most of those living in liberal cities don't even know that the institutions are supposed to work FOR the people, instead they follow along like lambs to the slaughter if their corrupt leaders tell them to.

Gallows. Every Town square should have one. If not to be used, to be a fucking reminder to everyone what real consequences are. I will say though if those perverts end up in jail then it's a death sentence anyways, leaving the incarcerated to do societies dirty work.
