Just like Trump promoting the vaccine, he knew those who are awake would not buy it. A lot of these things can be valuable data points for the good guys to gauge the reaction to see how many people are awake and how much progress they've made in waking up people. Then they can then make adjustments to speed up or slow down the awakening.
