If you're talking about the Turkey earthquakes, we don't know that they were natural.

Okay, so let's assume for the sake of this conversation, that the CIA has a secret earthquake machine.

...somehow Q knew years in advance that they would use the machine and the specific date???

Again I ask, do you think Q is from the future? You say "no" but how else would he know years in advance that the top secret earthquake machine would be used??
