I think he probably knows this, but for public revelation he is giving them all possible benefit of doubt. it's also part of the reverse ratchet approach to revealing the truth about someone and getting them caught in lies. They have to assume that he doesn't know anything and is just fishing, so they confirm as little as possible... then he shows evidence that they were involved in something they just denied knowledge of, etc.
