We are already headed into a mini-iceage. He is just trying to speed up the process because he knows most of the US will be uninhabitable, and the majority of the human population will perish. I think I saw something where Bill Gates was proposing the same thing.

Killing off the rest of us is their prime goal. It is the only way they can get complete control and all the power.
