This is a BS report. NO SMALL PLANE COULD CARRY ENOUGH POWDER TO COMPLETELY OCCLUDE A NEIGHBORS HOUSE.

If the plane dropped the powder it would dissipate into nothingness. Planes are required to fly above 500ft. Typically they will be flying above 90 MPH or greater, which would cause the powder to quickly spread out very far.
