They are masters of fomenting separatist conflicts. Maybe they start backing Uighur separatists in China, or pushing Taiwan to be more confrontational with China. Stuff is getting hot in Kosovo again too, another chance to demonize the white Serbians. There's the Baltic states. Push NATO in there to provoke another Russian reaction. The possibilities are endless.
