Does it matter in the end if it is staged or partly staged? We know there is going to be some scare event and Russia is going to take back some UA territory.
Absolutely it matters. The question is, it is narrative creation, but who is creating what narrative, and for what purpose? And, what effect does it have, on who?
We (or some) <suspect> there is going to be a scare event, but "we" do not know. Thinking in such absolutes without certain direct knowledge (and even those running the Plan have to adjust constantly to moves and countermoves) is simply running matrix-level thinking again in a newly formed matrix of "I know the truth of everything".
Not so master mind, imo.
