They going to implement social credit app in a country where 60% of the population is displaced while Ukraine is in war? Doesn't make sense.

I belief you, especially since you have not yet demonstrated where you looked. But even from the MSN the conclusion to say: there is no evidence for a war, is a tough one to make.
