Fifth Generation Unlimited Warfare. If the traitor already has a job, she might not need much extra money to betray her fellow citizens. Multiply by a hundred or two popular routes across the country, and you have a serious reduction of productivity for what amounts to chump change for the cabal sticky fingers through which fiat is filtered.
