The focus now seems to be on how powerful people have an incentive to protect those office holders accused of taking bribes. I suspect a time may come when those office holders will have to consider whether their continued existence poses more danger than benefit to the ones who bribed them. The cartels seem to have their own unique retirement plan for employees who are no longer of benefit.
