What's interesting about this is that the record # for the Jessica York that appears in the Thaler Law report does not match that in the official record, which gives York the # 333453 and the "Jessica York" who appears on the alleged fraudulent forms has the # 549041. There are NINE "Yorks" in all!

I checked, and there is no notary registered presently and formerly with AZ with "549041" as far as AZ SoS website provides. This may not be a total accounting of past identifiers though. If "549041" does not exist, what does it mean in terms of Jessica York, who is indeed listed under "333453"?
A fraudulent notary rubber stamp? If I recall correctly, these rubber stamps are sent from the SoS after approval is made.
Is that even the signature of Jessica York? The writing of the date, particularly the "14th", is shakey. Is this Jessica York's writing? Or someone else?
More information is required to understand the anomaly here.
You can order notary stamps straight to your house. Just plug in your info and expiration then wait a week for delivery.
It may depend on the State and the laws.
I used to be a notary until our contracts did away with requiring notarization. I think mine expired in 2018. When I took that exam I got a form that had the relevant info. Then I just googled “notary stamp” and found the cheapest/fastest option. I think it cost me $15 + shipping, and I had it in a few days. Made me wonder if there was any reason to take the notary test lol…not sure anyone would know the difference in my state.

It's probably as you stated. It's easy enough to forge. So, what does all of this mean though? I'm not sure what the context of all of this is. An error on J. Thuler? A forgery of either Jessica York or someone else? Something else? There's just not enough information.
Thanks, this relates to Sundance's piece over at CTH, to which he questions J. Thuler's evidence. I don't necessarily agree with Sundance, but I do believe that Thuler should start handing this project over to other vetted sources to review and to pursue this case. Dr. David Clements, former New Mexico prosecutor & law professor is one possibility. Other organizations (True the Vote, et. al) could be involved. I commented on this and am somewhat disappointed in the loose talk coming from Sundance.
No wonder Arizona freaked out over people demanding they fix the election.
