That seems to be the way it works. They are using one of two preferred options:

Choose what they think is a brilliant sure-winner as one candidate and a sure-loser as the other candidate. Get the MSM to exaggerate the differences then rely on the vote. They did that with Clinton v Trump in 2016 and Sunak v Truss in the UK. The "wrong" candidate won both times but Truss was subject to a coup.

Choose two uniparty candidates and then it doesn't matter who the people vote for.

There is a third option but that has issues and is not easy to pull off and that is to rig the election.
