We constantly observe the poor condition of the railway infrastructure, its lack of maintenance (which is evidenced by the laziness that is given to train drivers every day)

I think that "laziness" is a mistranslation as the same Greek verb can refer to boredom and lack of care. In this case it probably means that the train drivers observe the lack of maintenance every day.
