I can't be sure if body doubles are being used. Maybe, maybe not. But I will note that it's really strange that in an age of better and better camera quality and Photoshop, there are celebrities who look different in various pictures.
Twenty years ago, if you saw a photos of an actor, whether it was a publicity still from a movie or a photo from some event, it always looked like the same person. Even if they had aged, you could still say, "Oh, that's Sean Connery" (or whoever). Actresses/pop stars could wear weird outfits and crazy makeup, but you still knew it was them.
Now we're presented with pictures like this and you see shifting hairlines, different ears - just little touches that make you doubt what you're seeing. People say "It's plastic surgery" but surgery can be a lot more discreet now (if you have the $$$). Are some of these pictures actually AI-generated? It could be a way to start inserting completely AI-generated images into the public consciousness.
