A better solution is for them never to come north at all. After the military does it's thing up here (arrests, tribunals, insert your favorite here,) we should invade Mexico and wipe the cartels from existence along with the corrupt political class there. Legitimate business would flourish and nobody would need to come here because their lives would already be great there.
