Blackrock and Vanguard (and State Street) are usually listed as among the largest institutional investors of almost every publicly traded company. They are not owners; just investors (with a lot of clout, of course).
If this isn't WATCH THE WATER, then I'm not sure what could be. People can now see the link of corruption, with the experts/testers who are paid for by the same people that make the mess. This will help introduce normies to the systemic corruption at all levels of government/corporations. Water pollution gets both lefty and righty angry at Wall Street.
