Put cities in rural areas. No. Keep the cities where they are. All this will do is create more DS strongholds on rural states. Nope. Not for it

We have lots of ghost or dying towns in areas that used to have manufacturing. Those could be rebuilt. People need jobs and we need to be free from having to import so many things.
