Neither side really wants solutions. As long a there is a (perceived) problem, there is an issue to use as a bludgeon on the other side. If the issue is resolved, we need to invent a new issue and put it into the agenda stream. Too much work. Much easier for lazy pols to pretend to care, pretend to work, and maintain status quo
