Is it simply because India had previously had such bad experiences with vaccines?

IIRC a HPV vaccine called Gardasil injured, killed and made infertile thousands of Indian women and children and the public remembers.

I can't find a source right now, either I have one of the details wrong or it's been generally scrubbed from the internet.
