While we have definitive proof they were funding and working on "Gain of Function" research, we have no proof they actually succeeded in their research.

I believe they obtained patents on whatever they did. A natural 'virus' cannot be patented, therefore we do have the proof they succeeded. (or they illegally patented a natural virus). Dr. David Martin has spoken about this.
