In most of history, earlier than that. Unnecessary and inappropriate now, but back in those days, women would be pregnant as early as it was reasonably safe (16 in some cultures) out of necessity to ensure your tribe could at least maintain its populating with the higher mortality rate. And women had to have as many children as possible because most of them didn't make it to adulthood (childhood mortality was especially high). If a woman had only 2 children even as early as only 300 years ago, chances are none of them would survive to adulthood.
Most deaths were in childhood. If you survived past 14, you were probably going to make it. But that also meant if a women wanted to be sure at least a few of her children survived, she would need to give birth to as many as possible.
This was as recently as the early part of last century. Agrarian societies need extra farm hands, they married younger and had babies younger. Sixteen - 18 was not too young when life expectancy was half of what is today. Just think of all the "boys" who fought in the wars. It's crazy that those who survived led full responsible adult lives before they were thirty. Heck, look at the ages of the declaration of independence signatories. It blew my mind. And just look at us now. So advanced /s
