When he approached her she did not acknowledge him or say anything and just started loadin up her car. He took one of the carts back inside the shop. When she was finished loading up her carts she came back for the one he took.
Consequences = nothing. This guys manager said to just try to inventory what was taken and file it with loss prevention and recovery team. They'll just report it as stolen and handle it on the backend.

This kind of policy destroys the mom and pop businesses and even the big box stores can only maintain it for so long.
Legally the stores can be considered liable if thieves are injured in a scuffle to recover stolen merchandise. And if employees even lay a finger on the thieves even to escort them out and or attempt to detain them and recover merchandise. The business and employees can be held legally and criminally liable. Not to mention the insurance rates if employees are injured.

And the prevalence of lawyers now compared to the past means you’ll have lawyers willing to take lawsuits and civil cases that before they wouldn’t have touched. Like a druggy getting their ass beat severely by a wagie for shoplifting.
