The deep state borrows from both playbooks because they are very similar. A lot of people are unaware that during the interwar period, there were 2 main factions in Germany fighting for power. The communists (who became Antifa) and the national socialists. In most ways they were very similar. Most people don't realise that had the communists won, they would have been just as bad (if not worse) and would have pushed many of the same policies as the national socialists. The communists and national socialists hated each other, but not because they had different policies or goals. They hated each other because they were each other's main rivals and because they were so similar policy wise, they couldn't create loyal supporters who wouldn't switch sides based on policy. So they needed to polarize their supporters to demonise the other side to ensure they remained loyal.

It is therefore no accident that communist/antifa policies seem so similar to what they claim to oppose. Mussolini created facism because he didn't think people would be loyal enough to communism to make it work. He realised that people are willing to fight for their country and family (patriotism) but not for some half baked idea of communism. So he grafted patriotism onto communism and that became fascism. Mussolini was originally a communist.
