A full-throated apology is a good step in the right direction. Most people will stop at that point, will see. Many people are just now waking up or accepting what their gut feeling has been screaming at them for years. Those at the head of this beast are the ones who are tripling down, those who are key responsible for it all are the ones that need to face true consequences. We all have had "That turning point" at one time or another. Many of us, shrugged it off for a long time as well, even after we realized things were shit, it was just life. Many of us still are not finding the courage to take it further and do our part to speak out loudly and firmly with conviction.
