Is he implying that Thursday is the last day to arrest him because he is running for the office?

If yes - he might be trolling them as this can be a trap and all would make sense:

Media: We’ve heard that Trump is gonna be arrested.
Trump: They’re a going to arrest me. Protest! Protest!
Media & Left: Trump is scared.
Officials: We don’t see any gilt.
Media & Left: Arrest him! Arrest him! Crimes don’t protect former President.
Now the Trump card comes into play: Declass & … Let’s arrest former president(s) then.
