I am pretty sure any multi/cross state crime involves the FBI but jurisdiction laws are weird from what I know. Anyone a lawyer?

Yes - he can be arrested by either Florida law enforcement officials at the request of NY leo or by NY leo with the permission of Florida.

But neither of those things will happen - his lawyers will pre-negotiate his surrender so that he will fly to NY and be processed and arraigned, after which he will be released, so the whole question is moot.
