Well, Covid and the vax apparently do the same thing... just the vax is more concentrated. Long Covid was a thing before the vax came out. And at least in my case happened without any vax.

I think the plan was to wait a long time before introducing the vax, document Covid and long Covid, kill more people and use all of that to drive more vax acceptance.
