These hospitals that are changing their labor and delivery are doing it for financial reasons. There are numerous hospitals that are having a decline in birthrates. Example there is a hospital in Montana where there OB department was closed 3 months out of the year last year. I can't say this is the case at this particular hospital. But it may be a possibility. I did not look into whether this hospital was 25 bed critical access. My best guess it is. That being the case very few that go for this designation have an active OB department.
