The leader of the Senate controls what happens, and it isn’t an R. In addition, if a no-confidence vote were taken for the current leader, the RINOs would more than likely vote against it out of “fairness”—or vote in Mitch, who’d sit on his hands out of “fairness.” If the Rs even looked like they were going to try something like that, both state governors are Ds, so could also have one or both declared unable to fulfill their duties and replace them with a young, up-and-coming communist who would hold office until he or she was selected in the next election.
Legally the the govenors can't do shit in this particular case as the senators aren't dead

They would (the senator's) have to resign or die in order for that to be even a remote possibility.
The fact that they are still alive and incapacitated has no bearing on the status of their seats.
