Something else he mentioned was using ICE, Police, and The Military to deport all the MS-13 and other gangsters that have been sent out way from Central and South America. When he said that I thought he have been alluding to the Cabal Gangsters getting arrested and deported to Guantanamo. Just food for thought, maybe I am reaching.
