Why is it taking so long?

Simple - too many people are slow to wake up - they don't care how any of this impacts others until it hits close to home. I have coworkers who still haven't noticed the change in emergency medical alert calls over the PA system. From maybe 1 / month to 1-2 / week, in less than 3 years. Offhand, I don't recall the words, but this is close enough - they dismiss it as "who pays attention to that"?
