Likely just using the vernacular of the average Joe, who think Third World is synonymous with "developing nation". Which, to be fair, was pretty accurate back then because nations that didn't align themselves with the major powers were typically developing nations without geopolitical signance. Or countries that were getting reemed from both sides, like Afghanistan, which also happened to be a shit hole.
To be honest though, it makes more sense to say Second World because it was the communist nations that were known for persecuting political opponents. And the people who he is criticising allign themselves with the same ideology.
