Trump doesn't need to follow through as people think, though with any plans, things are subject to change or modification based on needs and/or outcomes. Trump moving ahead "with" the plan, seems like this is a bonus or something unexpected.

The goal was to keep POTUS in until impeachment / term end.
And he did that....
