Bakhmut falling in the coming weeks will be the start of the 4-6% going to mental institutions.

They're in no hurry. Russia is taking their sweet time. Zelensky knows Bakhmut falling will be the end. They're planning a counter-offensive, so, from Russia's perspective, why not let them send their reserve troops into a cauldron they control?
