Lol a peer support specialist is a person who has their own co-occurring mental health and substance abuse issues that they have overcome for a period of time. Their expertise is their own experiences and a short certification. Masters degree not needed. Outreach specialist is unlikely to be any more of an expert than a peer support (though might require a degree). I’m not sure what this article is trying to say but it’s weird that they would focus on her expertise in mental health. It literally just confirmed that she is clinically diagnosed with mental illnesses… and I think everyone knew that already.
